Scope and Contents

The Records of the Central Colorado Water Conservancy District consists of documents dated 1965 to 2015, with the bulk falling from 1965 to 1974. The collection includes bylaws of the CCWCD, meeting minutes of the Central Colorado Water Conservancy District and the Groundwater Management Subdistrict from September 1965 to December 1974, a 2002 annual report, and a 2015 publication celebrating the CCWCD's 50th anniversary. The collection also includes two fact sheets and a small number of issues of CCWCD's newsletter, The Central Waterline, from 1983 and 1990 to 2003. Subject areas covered include surface and groundwater quality research, groundwater storage projects, irrigation well development, water rights issues, and water education efforts.

History

The Central Colorado Water Conservancy District (CCWCD) was formed in 1965 to aid in the development, management, and protection of water resources in Northeastern Colorado. The District covers the South Platte River Basin from Commerce City downstream to Fort Morgan, with headquarters based in Greeley.

CCWCD contains two subdistricts: the Groundwater Management Subdistrict and the Well Augmentation Subdistrict. The Groundwater Management Subdistrict was created in 1973 to provide augmentation plans and keep wells in compliance with state law after the Colorado state legislature ordered in 1969 that alluvial wells be incorporated into surface water administrative law. The Well Augmentation Subdistrict was created in 2004 to assist well owners without an augmentation plan when the Groundwater Appropriators of the South Platte (GASP) disbanded.

Since its creation, CCWCD has played a role in planning and implementing water storage projects, reservoirs, and recharge sites. Previous projects have included the Kiowa Recharge project, CCWCD's first constructed groundwater recharge project, in 1981, and the construction of the Seibring Reservoir, the state's first bentonite slurry lined gravel pit reservoir, in 1986. CCWCD is also involved in well augmentation, groundwater quality testing, and collecting water-level data. The District participates in relevant water legislation with a goal of protecting the South Platte River and the water rights of the District's constituents and those of all Colorado residents.

CCWCD has coordinated various water resource education programs for students and community members over the years. In 1991, the District hosted the first Children's Water Festival in Colorado. In 2011, they co-hosted a teacher workshop, the Confluence Institute, and became Host Institution and Area Coordinator for Project WET USA, which provides training in water-related curriculum. The District also coordinates basic water law courses for interested Colorado citizens.

Acquisition

The Records of the Central Colorado Water Conservancy District was donated to the Water Resources Archive by the organization in May 2012. A copy of the CCWCD's 50th anniversary publication was added in 2015. Some materials were originally donated by the CCWCD to the Libraries gifts department in 2003 and were added to the collection in July 2018.

The Records of GASP (Groundwater Appropriators of the South Platte River Basin), referenced in this collection particularly in relation to the formation of the Well Augmentation Subdistrict of CCWCD, are held by the Water Resources Archive.

Processing

Processing was completed June 2022. Materials were rehoused in acid-free folders and an archival box.
