Scope and Contents

The Papers of Frederic A. Eidsness, Jr., consists of documents dated 1963 to 2017, with the bulk falling from 1977 to 1985. The collection primarily includes documents pertaining to the U.S. Environmental Protection Agency in the 1980s created and collected by Eidsness in his capacity as the Agency's Assistant Administrator for Water. Much of the collection, especially materials in the first four series, is primarily written by or about Eidsness. The eighth series contains a nearly complete set of Water Quality Management Plan reports done for the Larimer-Weld Regional Council of Governments. Major topics across the collection include water quality standards, pollution, and the EPA administration. Prominent document types include speeches and testimony, correspondence, reports, journal articles, and newspaper clippings.

Biography

Frederic A. ("Eric") Eidsness, Jr., began his professional career as an environmental engineer in 1970, after serving in the U.S. Naval Reserve in Vietnam from 1968 to 1969. His early career included work for the U.S. Environmental Protection Agency, the Larimer-Weld Regional Council of Governments, and private-sector positions with Arthur D. Little, Inc., and BMML, Inc. He returned to the EPA as the Assistant Administrator for Water from 1982 to 1983. At the end of his tenure with the EPA, Mr. Eidsness returned to the private sector.

Mr. Eidsness was born on December 1, 1944, in Jacksonville, Florida. He received a Bachelor of Civil Engineering in 1967 from Vanderbilt University. He first moved to Colorado in 1975 and has lived in Fort Collins since 1999. He ran for Colorado's 4th District seat in the U.S. House of Representatives in 2006 as a Reform Party candidate. He is divorced with three children.

Abstract

The collection primarily includes documents created and collected by Eidsness that pertain to the EPA administration, water quality standards, and pollution in the 1980s. Prominent document types include speeches and testimony, correspondence, reports, journal articles, and newspaper clippings. There is also a set of water quality reports done for the Larimer-Weld Regional Council of Governments.

Arrangement

The collection is organized into series by document type. It consists of 10 series in 21 boxes:

Acquisition

The first accession of the Papers of Frederic A. Eidsness, Jr., was acquired by the Water Resources Archive in July 2001 from the Colorado Water Resources Research Institute. The second accession was donated to the Water Resources Archive by Mr. Eidsness in November 2012. Mr. Eidsness donated additional papers in December 2014 and November 2016, including Series 8. He donated another addition in May 2018.

Processing

Processing of the original collection was completed in February 2002. Some metal fasteners were removed, and the collection was refoldered and reboxed. After a major addition, collection reprocessing was completed in March 2013. The finding aid (originally by Cynthia Rand) was almost completely re-written. The collection name was formalized from the Papers of Eric Eidsness to the Papers of Frederic A. Eidsness, Jr. The second accession arrived generally sorted by material type. That system was retained as the series organization. Each series arrived in disorder, and each was reorganized either chronologically, or alphabetically by title or speaker. Because of the small amount of material, the original accession was incorporated into the new series organization to create a more cohesive collection. Paper clips and rusted staples were removed, and materials were reboxed and housed in acid-free folders. Duplicates beyond two copies were not retained. Similar processing was performed on the 2014 and 2016 accessions and was completed in February 2017. Similar was performed on the 2018 accession and was completed in May 2021. Also, Social Security numbers were redacted. Most of the material was added as series 9 and 10.
