Scope and Contents

The Papers of Theodore M. Schad consists of documents dated 1969 to 1973, and are from the period when Schad served as executive director of the National Water Commission. The collection consists primarily of copies of contracts for grants issued by the National Water Commission for a variety of reports and water related projects. Also included are several mailing lists and one list of participants at various regional and national conferences.

Biography

Theodore M. Schad, a water resource policy expert and civil engineer, worked for a number of federal agencies and private organizations and primarily focused on water resources management.

Schad was born on August 25, 1918, in Baltimore, Maryland. He graduated from Johns Hopkins University in 1939 with a degree in civil engineering. His career was varied, but consistently focused on water and water resources. Among his various appointments, he served as principal budget examiner for water resources programs while at the Bureau of the Budget, was staff director of the U.S. Senate Select Committee on National Water Resources (1959-1961), worked for the Library of Congress Legislative Reference Service (1961-1968), and served as executive director of the National Water Commission (1968-1973). Between 1973 and 1983 he was executive director of the National Academy of Sciences Commission on Natural Resources, and then was executive director of the National Ground Water Policy Forum (1984-1986).

Schad married Kathleen White in 1944. They had two daughters, Mary Jane and Rebecca Christina. Kathleen White Schad died in 1989. Schad married Margot Cornwell in 1995. Theodore Schad died in Arlington, Virginia, on October 19, 2005.

Abstract

The materials in this collection are from the period when Schad served as executive director of the National Water Commission. The collection consists primarily of copies of contracts for grants issued by the National Water Commission for a variety of reports and water-related projects.

Acquisition

The Papers of Theodore M. Schad was acquired by the Colorado State University Water Resources Archive from the University of Wyoming American Heritage Center in May 2007.

Processing

Processing was completed in July 2008. Publications were removed and added to the Colorado State University Libraries collection.
