Biography

Dr. Larry Edward Penley was the thirteenth president of Colorado State University and chancellor of the CSU System from 2003 to 2008.

Penley was born in Bristol, Virginia, on February 9, 1949, and grew up in Kingsport, Tennessee. He attended Wake Forest University, receiving his bachelor's degree in psychology and his master's degree in communication. Penley earned a doctorate in management from the University of Georgia. Upon completion of his doctorate, he joined the faculty at the University of Texas at San Antonio as an assistant professor of management. While there, he also served as associate dean of the College of Business and associate professor of management. Penley moved to Arizona State University as professor of management and chair of the Department of Management. In 1991 he was appointed dean of the W.P. Carey School of Business. Penley's research focused primarily on the skills required of effective managers, including communication and career-related behaviors. He also has investigated the relationship between organizations and their employees.

In 2003 Penley accepted the position of president at Colorado State University. A year after Penley's arrival, CSU student Samantha Spady died at a local fraternity house, the result of an alcohol overdose. Following this tragedy, Penley created the Alcohol Task Force, led by Lt. Governor Jane Norton. His charge to the committee was to examine prevention, awareness, and other alcohol-related issues and return with recommendations. The Task Force returned with recommendations that led to the creation of awareness programs and AlcoholEdu, a required online class on alcohol awareness and abuse for incoming freshmen.

Penley was committed to accessible education for working adults and directed the development of a business plan for a new campus -- CSU Global. It was established in 2007 by the Colorado State University System (CSUS) Board of Governors with a central goal of meeting the educational needs of adult learners in the State of Colorado and beyond by providing high quality online programs.

Penley resigned from CSU in 2008. He and his wife, Yolanda Sanchez Penley, raised their two children, Jonathan and Josephine, in Arizona and have since returned to Arizona.
