This subseries contains reports, histories, and annual operating plans for the Southeastern Colorado Water Conservancy District (SECWCD), which administers the Fryingpan-Arkansas transmountain diversion project (Fry-Ark). After retiring from Colorado Springs, Nixon served on the board of SECWCD from 1973 to 1991, including terms as vice president (1977-1979) and president (1980-1991). Documents in this subseries such as reports and contracts reflect Nixon's time on the SECWCD board. A history and set of fourteen oral histories of Fry-Ark written in 1974 reflect on the organization's formative years. The series also contains materials for the Fountain Valley Authority. In the 1980s, as a SECWCD president and consultant for Security, Colorado, Nixon supported the creation of the Fountain Valley Authority (FVA), an intergovernmental organization and component unit of the City of Colorado Springs that distributes Fry-Ark water through a conduit from Pueblo Reservoir to Colorado Springs and surrounding municipalities. As a result, a history, testimony by Nixon, and financial statements from the FVA are present. Materials include reports, legal and financial documents, and historical documents, which are arranged alphabetically by folder title.
