Beginning in the 1970s, the Southeastern Colorado Water Conservancy District (SECWCD) hired Wright Water Engineers (WWE) for a series of water rights-related cases in the Arkansas River Basin. Most required expert testimony from WWE and concerned ag-to-urban water transfers that diverted irrigation water from agricultural ditch companies, most famously the Rocky Ford Ditch, to Aurora and other Front Range cities in the 1980s.
