Howe served a 5-year term on the City of Boulder's Water Resources Advisory Board from 2009 to 2014. The files here consist mainly of agendas, minutes, information packets, and other background materials for or presentations given at the board's meetings. Howe's notes and emails are occasionally included as well. Note that minutes for a given meeting generally appear in the following month's folder. These chronological meeting files are followed by a set of subject files in alphabetical order. Topics in both sets include facilities, rates and fees, waste water, drought planning, flood mitigation and floodplain mapping, and fluoridation. The subject files generally contain reports, clippings, website printouts, and documents from the Colorado Water Conservation Board.
