This series consists of files created and maintained by Miller in his work as an attorney. The files contain letters to and from clients, notes by Miller, legal documents, court records, and financial documents. For the most part, files have been left in their original order and in their original folders with Miller's labeling. Most files are grouped in alphabetical order by name of client (either person or organization). Documents from the late 1800s to early 1900s are primarily organizational documents from irrigation and water districts such as petitions for the formation of irrigation districts and meeting minutes which were likely obtained by Miller to use in his work.

Two files containing employee Social Security numbers are restricted for a period of 70 years after date of creation. All "confidential" markings on correspondence or other materials have been determined to be for administrative purposes; therefore, these materials are open for access.
